Recurring campaigns are great for set-and-forget campaigns where you need them to automatically go out each month/week/day (e.g. picking up and sending new blog posts monthly via an RSS feed).

Follow the same steps as you would to "set up an email campaign"

On the last step of the process (Step #4 - Confirmation)

Navigate to the checkbox next to the title "Advanced recurring"

Check that box, select the frequency of your campaign, and hit the "Save changes and..." button
Options

Advanced recurring - A checkbox option to enable detailed scheduling of recurring events

Frequency setting - Allows specifying the recurrence pattern (e.g., "Every day at every hour")- Options include: minute, hour, day, week, month, year

Max. runs - Sets the maximum number of times the event should occur (-1 likely indicates unlimited)
